Ideas
Help documentation indicates it comes from Microsoft Office. Seems to be a legacy system which nobody cares about any more. You could fix it and make it straightforward to use.
Then again, forums and blogs are already used for discussing web pages and any other subject. Some do it well enough to be multi-million dollar businesses. That makes this feature redundant, imho.
